Export Up to ₹3 Lakh Without RCMC: DGFT Notification 36/2026-27

The Directorate General of Foreign Trade has introduced significant compliance relief for small and first-time exporters through DGFT Notification No. 36/2026-27, dated 15 September 2026.

Under this notification, an export consignment with a Free-on-Board value not exceeding ₹3,00,000 does not require a Registration-cum-Membership Certificate or Certificate of Registration.

What Has Changed?

Previously, exporters may have needed an RCMC from the relevant Export Promotion Council or commodity board wherever required under the Foreign Trade Policy. The new exemption makes it easier to undertake low-value export consignments without completing the RCMC registration process. However, this exemption is calculated per export consignment, not according to the exporter’s annual turnover.

For example:

  • Export consignment with FOB value of ₹2.75 lakh: RCMC not required.
  • Export consignment with FOB value of ₹3.25 lakh: RCMC continues to be required wherever applicable.

How Will Indian Exporters Benefit?

This notification can benefit:

  • First-time exporters testing an international market
  • MSMEs and small manufacturers
  • Artisans, farmers and home-based businesses
  • E-commerce exporters
  • Businesses exporting through postal or courier channels
  • Exporters sending samples or small commercial orders

The exemption can reduce initial registration expenses, documentation and processing time. It allows entrepreneurs to begin with smaller orders and develop international buyers before investing in additional memberships and registrations.

Important Compliance Note

The notification removes only the applicable RCMC or Certificate of Registration requirement for consignments up to ₹3 lakh FOB.

Exporters must still comply with other applicable requirements, including IEC, customs documentation, shipping bills, GST or LUT, product-specific licences, export-policy restrictions and destination-country regulations.
